For us christians it is not the forgiveness of sin because God gave his only Son to save us from our sins (John3:16). Also, salvation was gave through faith.
So, an indulgence is the purchase of pardon which secures the buyer's salvation or releases the soul from purgatory. Also, it is the sacramental remission of the temporal punishment due to sin that has been forgiven, which is granted by the Church. The pope, supposedly, is the only one that can grant indulgences.
Remember: you don't need any paper to gain salvation. God has given us the opportunity to be saved by repenting from our sins.
